Cincinnati appeared poised to complete a late comeback after trailing by 14 points with less than five minutes remaining.
Quarterback Joe Flacco engineered two quick touchdown drives to give the Bengals a 42-41 lead with under a minute left.
Chicago regained possession and moved into scoring position before Williams found Loveland over the middle on what initially seemed like a manageable gain.
The Bengals failed to make the tackle, allowing Loveland to reach the end zone for the game-winning score.
Williams finished with 333 total yards, including 280 passing and 53 rushing, while throwing three touchdowns and posting a 124 passer rating.
He completed 20 of 34 attempts for a 58.8 percent completion rate.
That number reflects ongoing accuracy concerns as Williams entered the game ranked 25th among 34 qualified quarterbacks in completion percentage at 61.9 percent.
